We recommend that you regularly backup Your Content and Data that you store on the Services or store using Third-Party Apps and Services.”
Microsoft is stating in their Services Agreement that they are not responsible for data loss. Although they may store a copy of your data, they will not retain it beyond a minimum retention period of a few weeks. For this reason, Microsoft encourages you to use a third-party backup service.
